Previous to my departure to rejoin the Expedition, I think it desirable to communicate to You some brief observations and Suggestions, that have occurred to me as likely to be useful to you, in the discharge of the troublesome and important duties that will devolve on You, as holding charge of the Civil Government of the Island during my absence.
